Citation Appeals

Appeals must be submitted online at within seven calendar days from the date the ticket was issued. If an appeal is denied, a second written appeal may be submitted within 10 calendar days of the review date.

Appeal Criteria

Before you file an appeal, determine whether your circumstances meet one of the criteria listed below. If your appeal fails to meet the criteria given, your appeal will not be accepted.

  • You have substantial and valid evidence that the alleged parking violation was not committed.
  • Though the violation charged was committed, you have substantial and valid evidence that it occurred due to circumstances beyond your control.
  • The violation charged occurred under circumstances where the appellant believed he or she was not committing a violation, and where a reasonable and prudent person under the same or similar circumstances would have acted in the same manner as the appellant. (Lack of parking spaces in a parking lot is not a valid reason for an appeal and will not be accepted.)

Appeals Board

The Parking Appeals Board consists of one A&P employee, one civil service employee, one faculty employee, one graduate student, and one undergraduate student. It is the responsibility of the Board members to uphold the parking rules and regulations as approved for WIU except when unusual or extenuating circumstances occur. All members must acquaint themselves with the parking regulations and have a working knowledge of parking areas on campus. Citation appeals are reviewed by the Appeals Board and the results are sent to the email address provided by the appellant. The decisions of the Appeals Board are final.
